The programme is designed to promote a stable, prosperous and resilient Pacific through support for the development of accessible, fair, responsive and efficient justice systems. The programme provides development opportunities and activities for judges, other judicial officers and court officers throughout the Pacific.
Te Kura Kaiwhakawā/Institute of Judicial Studies manages the programme on behalf of Te Tari Toko i te Tumu Whakawā/The Office of the Chief Justice and the New Zealand judiciary.
Our partner countries are Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

The Lift programme (formerly the Leadership Incentive Fund) enables local solutions to local issues through funding, technical support and advice. The Lift no longer has deadlines, so courts can apply for funding for locally-led development opportunities at any time.
This form is designed as a first quick step to submit an idea for Lift funding. Please submit your expression of interest as early as possible before the proposed activity. If your proposal is within scope for funding, you will be required to submit a more comprehensive Lift Application Form which we are happy to work up alongside you.
This form is a more developed proposal designed to either follow the Expression of Interest or for those activities already with a project plan.
